A verified X user, Chief Nwachinemelu, has claimed that the Chukwuma Soludo-led administration in Anambra State is demanding the sum of N50 million from all 2025 governorship candidates as a mandatory fee to secure a campaign permit.

The post, shared on June 14, 2025, and which has garnered over 21,000 views, read:

There is a government sponsored fraud scheme in Anambra State, backed by the Soludo government.

Soludo is demanding a mandatory FIFTY MILLION NAIRA (N50m) as a campaign permit from all the 16 gubernatorial candidates.

So, if you don’t have N50m to pay government, you won’t campaign?

Is this not contravening the “freedom of assembly” as enshrined in section 40 of the 1999 constitution (as amended)?

What kind of daylight robbery and abuse of fundamental rights are going on in Anambra?

The Anambra State Signage and Advertisement Agency (ANSAA), in a press briefing held in Awka on June 11, 2025, disclosed that it had fixed a permit fee of N50 million for political parties intending to use billboards and conduct other outdoor campaign activities.

This development, reported by The Punch and other media outlets, came shortly after the official commencement of campaigns for the upcoming November 8 governorship election in the state.

ANSAA’s Managing Director, Tony Ujubuonu, explained that the statutory permit fee—payable into the Anambra State Government coffers—was part of the visual campaign and out-of-home advertisement guidelines for the 2025 governorship election.

According to Ujubuonu, the payment of this permit fee enables candidates and their political parties to deploy various campaign materials, including posters, public address systems, street rallies, branded vehicles, fliers, T-shirts, caps, and more, across all local government areas in the state.

A report by Vanguard, published on July 4, 2025, confirmed that several parties have already paid the fee, including; All Progressives Grand Alliance (APGA) – the party on which Governor Soludo is seeking re-election, Labour Party (LP) – George Moghalu, Young Progressives Party (YPP) – Paul Chukwuma, Action Alliance (AA) – Jeff Nweke, African Democratic Congress (ADC) – John Nwosu
