  • Overview of Key Issues in the Pre-Election Period for the June 18, 2022 Ekiti State Governorship Election (Pre-Election Press Statement)

Overview of Key Issues in the Pre-Election Period for the June 18, 2022 Ekiti State Governorship Election (Pre-Election Press Statement)

    T
he first of two off cycle governorship elections for 2022 will be conducted by the Independent National Electoral Commission (INEC) in Ekiti State, on June 18, 2022. The election is the seventh in the state since the return of the current democratic dispensation in 1999. Following a 2010 Court of Appeal verdict, which removed then Governor Segun Oni, and declared Dr. Kayode Fayemi the rightful winner of the 2007 governorship election, Ekiti became one of several states holding off cycle governorship elections. The June 18, 2022 Ekiti State gubernatorial election is the very first to be conducted under the amended Electoral Act, 2022.

As voters in Ekiti State head to the polls for tomorrow’s governorship election, the contest is apparently shaping up to be a three horse race involving the ruling party in the state, the All Progressives Congress (APC), the opposition Peoples Democratic Party (PDP) and the Social Democratic Party (SDP), which has clearly emerged as a third force in the election. CDD observes that there are 16 political parties fielding candidates for the election. Only two candidates and seven deputy governorship candidates are women, just as the age range of the candidates indicate low participation of the youth.

The CDD EAC will be closely observing the electoral process with the objective of collecting data to support evidence-based analysis of key aspects of the Ekiti State governorship election. The CDD EAC will also host a fake news hub for the purpose of tracking and countering fake news and misinformation as it affects the election.

    Pre-Election Observations

Based on the observation of the CDD EAC in the pre-election period, the following are the key trends, which have underlined the process.

CDD notes that the June 18, 2022 Ekiti State Governorship election is significant because it will serve as the first dress rehearsal as the INEC prepares for the 2023 general elections. The election will also be the first to be conducted under the Electoral Act, 2022, and the new INEC guidelines and regulations for conduct of elections. CDD EAC further notes that although INEC has made commitments to conduct a credible election in Ekiti State, its success in this regard would depend on its neutrality, professionalism and the level of its understanding and commitment to the new legal framework. The credibility of the process would also depend on how well INEC uses some of its new powers as derived from the extant electoral law, especially the power conferred on the Commission to delay the release of election results, if the Commission needs to take a second look.

The CDD EAC is concerned about violence, money politics and violations of incumbency powers and the possible effects of these on the credibility of the election. CDD EAC notes that Ekiti State, has recorded several incidents of violence during previous elections. In the build up to the 2022 governorship election, pockets of election-related violence have been recorded in places like Ado Ekiti, Efon Alaiye, Oye, Ido/Osi and Oye Ekiti. Other observable issues, which would shape the credibility of the election include; how well INEC is able to effectively deploy technology, particularly the Bimodal Voter Accreditation System (BVAS), impartial security provisioning, the quality of results management, curtailing the role of money, incumbency and god fatherism in the election. Also critical is the need for stakeholders in the election to proactively track, and counter fake news and misinformation. Already, the pre-election period has witnessed the spread of fake news capable of undermining voter confidence and participation in the process. An example is the fake news which trended recently on a purported Appeal Court decision nullifying the primaries of one of the major political parties and, by extension, its candidate.

In terms of some of the election risk factor, CDD notes that the ongoing strike by the Academic Staff Union of Universities ( ASUU) has crippled the local economy especially in university towns in Ekiti State. This has created a threat in terms of the availability of idle youth being recruited for activities, which could undermine the credibility of the election. By grounding the local economy, the strike has also created the wrong incentives as voters are more likely to see the election as an opportunity for economic survival, thereby exacerbating the risk of vote buying. This becomes even more relevant when it is considered that Ekiti State introduced the issue of “stomach infrastructure” into the Nigerian political lexicon. CDD has also observed that based on history of past violence in elections in the state, the following Local Government Areas, constitute potential flash points in the election; Ado Ekiti, Efon Alaiye, Ido/Osi, and Oye.

  • FACT CHECK: Is Barau Jibrin the longest-serving, highest-ranking senator contesting for senate president in 2023?

FACT CHECK: Is Barau Jibrin the longest-serving, highest-ranking senator contesting for senate president in 2023?

Adamu Garba, a member of the All Progressives Congress (APC) Presidential Campaign Council, claimed that Barau Jibrin is the highest-ranking and longest-serving senator among those contesting for the office of the Senate president 2023.

Jibrin is the senator representing the  Kano North Senatorial District.

According to Garba, the Northwest gave Bola Tinubu the highest number of votes in the just concluded 2023 presidential election. The former presidential aspirant, therefore, made the argument that the zone should be compensated accordingly.

Barau Jibrin himself had also made this claim while declaring his ambition, that he is the highest-ranking senator and most experienced in the house.

CDD Election War Room looked into the veracity of this claim, and here is what we found.

Claim: Is Barau Jibrin the highest-ranking and longest-serving senator amongst the 10th Assembly presidential candidates?

    VERIFICATIONS:

Who are the senators vying for the position?

To verify this claim, CDD Election War Room checked the senators vying for the leadership position.

According to the earliest report dated April 12, 2023, those currently eyeing the 10th Senate presidency and have started campaigning to their colleagues and governors are:

    1. Serving Senate President, Ahmad Lawan (APC, Yobe North)
    2. Sani Musa (APC, Niger East)
    3. Senate Chief Whip, Orji Uzor Kalu (APC, Abia North)
    4. Jibrin Barau (APC Kano North)
    5. Godswill Akpabio (APC, Akwa Ibom North-West)
    6. Deputy Senate leader, Abdul Ningi (APC, Bauchi Central)
    7. Abdul- Aziz Yari (APC, Zamfara)
    8. Ali Ndume
    9. Osita Izunaso (APC, IMO)
    10. David Umahi (APC, Ebonyi South)
    11. Adams Oshiomhole (APC, Edo North),

Both Oshiomole and Umahi, who would be first-time legislators, are interested in becoming Senate president.

While reports have it that the incumbent President of the Senate, Ahmad Lawan, is also eyeing a return though he is yet to make public his interest, those close to him say he might likely throw his hat into the ring.

However, the media aide to Lawan, Ola Awoniyi, said he was not aware of such moves by his principal.

    What is the ranking?

Traditionally, it is not every senator-elect that is qualified to occupy the leadership position, especially when it comes to the two presiding offices: the office of the President of the Senate and the office of the Deputy President of the Senate.

Section 4 of the 1999 Constitution (as amended) provides for a bi-cameral legislature as follows: The legislative powers of the Federal Republic of Nigeria shall be vested in a National Assembly for the Federation, which shall consist of a Senate and a House of Representatives.

In the Senate, according to Order 3, Rule 2 of the Senate Standing Orders 2022, as amended, on the nomination of presiding officers and appointments of principal officers and other officers of the Senate, it shall be in accordance with the ranking of senators.

For clarity, ranking is determined in the following Order:

    1. Returning senators based on the number of times re-elected;
    2. Senators who had been members of the House of Representatives; and
    3. Those elected as Senators for the first time.

Considering the ranking order, two first-time senators, Umahi and Oshiomhole, are the least-ranking senators. There have been passionate appeals to convince the Senate to quickly amend the ranking rule to accommodate them in the contest.

Is Jibrin Barau the longest-serving and highest-ranking Senator?

For the 10th National Assembly, Barau is not a first-time senator. He was elected into the House of Representatives in 1999, elected Senator in 2015, and was re-elected two times in 2019 and 2023, which qualifies him as a high-ranking Senator.

However, he is not the highest-ranking and longest-serving Senator.

Ahmad Lawan is the incumbent Senate President in the 10th Assembly. He was elected into the House of Representatives in 1999, elected as a Senator in 2007, and has been re-elected four times in 2011, 2015, 2019, and 2023.

    Verdict

Based on the ranking order provided by Order 3, Rule 2 of the Senate Standing Orders 2022, as amended, the highest-ranking senator vying for the office of the Senate President is Ahmad Lawan and not Jibrin Barau. However, if Lawan were not among the contestants, Barau will be the highest-ranking and longest-serving senator.

  • FACT CHECK: How true are Jandor’s claims about GRV after Lagos guber poll?

FACT CHECK: How true are Jandor’s claims about GRV after Lagos guber poll?

The candidate of the Peoples Democratic Party (PDP) in Lagos, Abdul-Azeez Adediran, popularly known as Jandor, has made multiple claims bordering on the governorship bid of Gbadebo Rhodes-Vivour (GRV), the candidate of the Labour Party (LP).

In an interview on Arise TV, Jandor was questioned on the aftermath of the 2023 Lagos gubernatorial election, where Rhodes-Vivour came second to Sanwo-Olu of the All Progressives Congress (APC), who was declared re-elected.

Speaking on the attempts by him and his party to challenge the candidacy of other candidates in the March 18 poll, Jandor said; “Rhodes-Vivour claimed under oath that he joined the Labour Party on the 18th of June. However, on the 19th of June, the same Architect Rhodes-Vivour wrote a letter signed by him on his letterhead to be the Deputy Governorship candidate of PDP on the 19th of June”.

“On the 22nd of June, the same Rhodes-Vivour went to Wadata house which is the PDP national secretariat, to be part of the screening exercise for the Deputy governorship candidate,” he added.

He further stated that section 65 of the Nigerian constitution states that for someone to be sponsored by a political party, he must be a member of that party for him to run.

Jandor added that a candidate cannot be a member of two political parties at the same time.

Claim I: GRV went for the PDP deputy governorship screening exercise held on June 22, 2022.

    Verification

On June 18, 2022, the PDP constituted a deputy governorship candidate screening committee. The screening exercise was held on June 22, 2022, in Abuja.

Those screened were Nollywood actress, Olufunke Akindele; former governorship aspirant, Gbadebo Rhodes-Vivour (GRV); former senatorial candidate for Lagos East, Yeye Shobajo, another governorship aspirant, David Kolawole Vaughan known as DAKOVA, and Teslim Balogun, an engineer.

The screening, which generated controversies amongst party members, finally saw Akindele emerge as the running mate to Jandor. Although the official confirmation was made known by the PDP on July 12, 2022, it was earlier reported on July 6, by the Daily Trust newspaper.

    Verdict:

The claim is true. GRV was present at the deputy governorship candidate screening exercise held by the PDP on June 22, 2022.

Claim II: GRV declared he was a member of the Labour Party on June 18, 2022

    Verification

The CDD Election War Room checked to verify the claim made by Jandor as to the time GRV declared he was a member of LP.

We found a news report by Premium Times which speculated that GRV was to decamp from the PDP to LP. The report was published on July 9, 2022.

The report, which quoted an unknown source, further noted that the former aspirant was decamping as a result of his dissatisfaction with the party’s internal politics.

An online medium, the city people had claimed that issue’s bordering on the candidacy of Akindele being picked as the deputy candidate as opposed to him was part of his reasons for departure.

In a fact-check earlier carried out by the CDD Election War Room, Jandor, the PDP candidate noted that he had picked Akindele as his running mate to avoid godfatherism for which he had left the APC.

Further search also revealed that GRV announced his departure from the PDP in a Twitter post dated July 13, 2022.

While making the announcement of his departure from the PDP, GRV stated that it was time for “a different kind of politics, one with ideology, integrity that puts the needs of the people first. A shift from the obsessive levels of primitive accumulation that has plagued our political class.”

    Verdict

The claim that GRV declared his membership of LP on June 18, 2022 is false.

  • FACT CHECK: Were hundreds of corps members killed after 2011 elections as Udenta claims?

FACT CHECK: Were hundreds of corps members killed after 2011 elections as Udenta claims?

A professor and election analyst, Udenta Udenta, has made multiple claims about the conduct of Nigeria’s 2011 general elections.

Udenta, who is the founding national secretary of the Alliance for Democracy (AD), made these claims during an interview on Arise News, where he was asked to speak to the controversies trailing the outcome of the 2023 general elections.

Claim I: Hundreds of corps members were killed in the 2011 post-election violence.

    Verification

We found that riots broke out in the country following the outcome of the 2011 elections, which led to the death of more than 800 people across 12 northern states, Human Rights Watch reported.

This was as the supporters of Muhammadu Buhari, the main opposition candidate, reportedly staged widespread protests to kick against the emergence of the incumbent Goodluck Jonathan, with the allegations that the elections were rigged.

Reuters and Al Jazeera also reported the post-election riots here and here. 10 serving corps members were reported killed in the escalated development.

Families of the 10 slain corps members were later compensated by the Buhari-led administration in 2021.

    Verdict

The claim that hundreds of corps members were killed in the 2011 post-election violence, is inaccurate; CDD Election War Room found that although corps members were killed, they were however 10.

Claim II: Lai Mohammed was part of the APC in 2011.

    Verification

CDD Election War Room found that the APC was yet to be formed at the time the 2011 elections were conducted.

The major candidates who contested the election include; Goodluck Jonathan of the Peoples Democratic Party (PDP), Nuhu Ribadu of the Action Congress of Nigeria (ACN), Muhammadu Buhari of the Congress for Progressive Change (CPC), and Ibrahim Shekarau of the All Nigeria Peoples Party (ANPP).

Buhari was the closest rival to Jonathan, who won the election, while ACN’s Ribadu came third.

Lai Mohammed served as the spokesperson of the ACN at the time.

The then three major opposition parties (ACN, CPC, and ANPP) and other factions, later merged to form the All Progressives Congress (APC) in 2013.

    Verdict

The claim that Lai Mohammed was part of the APC in 2011, is misleading; CDD Election War Room can confirm that APC did not exist until 2013 when opposition parties including the CPC merged to form the APC.

  • FACT CHECK: Was Peter Obi Deported from the U.K As Fani-Kayode Claimed?

FACT CHECK: Was Peter Obi Deported from the U.K As Fani-Kayode Claimed?

CLAIM: Peter Obi was deported from the United Kingdom.

    VERDICT:  False

CONTEXT: A chieftain of the All Progressives Congress (APC), Femi Fani-Kayode on Wednesday 12TH  April 2023 posted on his Twitter handle @realFFK, stating that the Presidential Candidate of the Labour party in the last general elections, Mr. Peter Obi, was arrested, detained, and deported back to Nigeria from the United Kingdom. Fani-Kayode has been a vocal critic of Obi.

Fani-Kayode tweeted. “Poor @PeterObi! Accosted, detained & deported back to Nigeria like a common criminal by the British authorities? Why didn’t you say ‘yes daddy’ to the immigration officer? Or better still why didn’t you call the little Englander or the little diva to put in a word for you,”

The tweet has garnered over 500,000 views.

VERIFICATION: Checks by CDD fact checker has shown that Obi and his supporters fondly called ‘Obidients’ have been having a running battle with the All Progressive Congress (APC) spokespersons.

Recall that the Labour Party presidential candidate Peter Obi had filed a petition before a tribunal, challenging the process that led to the outcome of Tinubu’s victory. Since then, several allegations have been made by both parties against each other. Daily Trust had reported that Obi was detained in London by immigration officials at Heathrow Airport in London, UK, over allegations of impersonation. The Labour Party (LP) campaign council, spokesman, Diran Onifade, in a statement on Wednesday 12TH April 2023, confirmed Obi’s detention.

CONCLUSION: While it was true that Peter Obi was detained and later released according to the statement, it was not true he was deported. Hence, Fani-Kayode’s claim of Obi’s deportation is False.

  • FACT CHECK: Was Peter Obi deported from the UK as Fani-Kayode claims?

FACT CHECK: Was Peter Obi deported from the UK as Fani-Kayode claims?

On April 12, 2023, Femi Fani-Kayode (FFK), the All Progressives Congress (APC) chieftain made a post via the micro-blogging platform Twitter.

Fani-Kayode stated that Peter Obi, the Labour Party (LP) presidential candidate, was accosted, detained and deported back to Nigeria.

“Poor @PeterObi! Accosted, detained & deported back to Nigeria like a common criminal by the British authorities? Why didn’t you say ‘yes daddy’ to the immigration officer? Or better still why didn’t you call the little Englander or the little diva to put in a word for you,” Fani-Kayode tweeted.

Claim: Was Peter Obi detained and deported like a common criminal?

    Verification

The recently concluded presidential election, which saw Bola Tinubu of the APC become the president-elect has been laced with several controversies.

Obi has since filed a petition to the court challenging the process that led to the outcome of Tinubu’s victory. Since then, several allegations have been made by both parties against each other.

Recently, several tweets emerged claiming that Obi was apprehended in London by immigration officials of the United Kingdom over allegations of impersonation. This was also reported by several media outlets including Premium Times

The Labour Party also released a statement to explain Obi’s ordeal via their official website. The statement released on Wednesday, April 12, 2023, was signed by the spokesman for the party’s campaign council, Diran Onifade.

Excerpts from the statement read, “The former governor of Anambra was detained and questioned for a duplication offence suggesting that someone must have been impersonating him in London.

“The immigration officials were said to have accosted Obi when he arrived the Heathrow Airport in London from Nigeria on Good Friday, April 7, 2023.”

Nowhere in the official statement released by The Labour Party or by any credible media outlets did it state that Obi was deported to Nigeria.

Rather, the Labour Party stated that “The United Kingdom government has apologised to Mr Peter Obi after an immigration official admitted he wrongly handed him a detention note in a search of a man who impersonated him to commit perjury, forgery, and identity theft.

“They also said the uncomplimentary treatment he received was ‘completely unacceptable,’ and issued a personal apology.”

When contacted, Dean Hurlock, the head of communications at the British High Commission to Nigeria, told CDD Election War Room that the commission is unable to comment on individual cases.

    Verdict: Here’s what we know

There is no evidence to support Fani-Kayode’s claim that Peter Obi was deported to Nigeria by the British authorities. The British High Commission to Nigeria told CDD Election War Room that the commission is “unable to comment on individual cases”.

  • FACT CHECK: Does picture show Tinubu and Buhari in Mecca as Sam Omatseye claims?

FACT CHECK: Does picture show Tinubu and Buhari in Mecca as Sam Omatseye claims?

A Nigerian journalist and author, Sam Omatseye, has claimed that Muhammadu Buhari and Bola Tinubu were together in Mecca on Wednesday, April 12, 2023.

The claim was made alongside a picture showing the incumbent president and the president-elect, which he posted on his verified Twitter handle on April 12, 2023.

The post has since garnered over one million views as of when it was retrieved from the microblogging platform.

Claim: Was the picture of Buhari and Tinubu taken in Mecca, Saudi Arabia on April 12, 2023?

    Verification

CDD Election War Room ran multiple image reverse searches to check the veracity of the claim.

We found multiple reports from 2019, 2020, 2021 and 2022 where the picture was used.

The earliest was posted by Premium Times on May 11, 2019, with the headline, “Buhari hosts Tinubu to breaking of fast”.

The picture, taken by the president’s personal assistant (photograph), Sunday Aghaeze, at the presidential villa, Abuja, was reported to be an Iftar meal between Tinubu and Buhari during Ramadan.

In 2020, the photo appeared online after singer Davido made a post complaining about the state of the nation.

The image was used by Daily Post in 2021, with the caption, “2023 presidency: Buhari won’t extend his tenure by one hour – Tinubu”.

In the report published on April 28, 2021, Tinubu assured that Buhari would not extend his tenure in 2023.

In 2022, both the Sun newspaper and Daily Post used the image with the former referencing it to the Ramadan breakfast.

On March 23, 2023, Tunde Rahman, Tinubu’s spokesperson, noted in a statement that the president-elect had left the country for multiple trips.

Tinubu, whose exact whereabouts remain a mystery, was said to have traveled to Paris, London and Saudi Arabia.

    Verdict: FALSE

CDD Election War Room found that Omatseye’s claim that the picture of Buhari and Tinubu was taken in Mecca on April 12, 2023, is false. The image was taken during Ramadan in May 2019.

  • FACT CHECK: No civil service strike during Ortom’s tenure as Benue governor?

FACT CHECK: No civil service strike during Ortom’s tenure as Benue governor?

Samuel Ortom claimed on Arise News television that the civil service has not embarked on industrial actions since his emergence as the governor of Benue state.

This was as the governor was giving remarks on the scorecard of his eight-year administration in the state.

    Reacting to the alleged statement by Hyacinth Alia, the governor-elect, that Benue is in an ‘intensive care unit’, Ortom said;

“It’s an unfortunate statement coming from honourable Alia, the governor-elect. I feel sad about what he said. Go back to history. Since I came in, the civil service has not been on strike and there must be a reason for them understanding with me why they should not go on strike because my government has been transparent, and ensured equity and fairness in all things that we do in Benue state.”

Ortom was first elected governor of the state in 2015 and got re-elected in 2019 on the platform of the Peoples Democratic Party (PDP).

Claim: Ortom said Benue civil service has not embarked on strike actions since he became governor.

    Verification

The CDD Election War Room checked the veracity of the claim and found that it is false.

In October 2017, Benue civil servants embarked on an indefinite strike over unpaid salaries.

The development was also reported by Daily Trust and Channels Television as seen here and here.

Similarly, the state civil servants had in September, embarked on a seven-day warning strike.

Also in January 2022, members of the Academic Staff Union of Tertiary Institutions in Benue state embarked on an indefinite strike

    Verdict: FALSE

The claim by Samuel Ortom that the Benue civil service has not embarked on strike actions since he became governor of the state, is false. CDD Election War Room found multiple credible reports of strike actions by the state’s civil service in the last seven and half years.

  • FACT CHECK: Did Peter Obi delete tweet announcing his resignation from PDP as Keyamo claims?

FACT CHECK: Did Peter Obi delete tweet announcing his resignation from PDP as Keyamo claims?

On April 4, 2023, Festus Keyamo, the spokesperson for the campaign council of the All Progressives Congress (APC), retweeted a post claiming Peter Obi, the Labour Party (LP) presidential candidate, had deleted the tweet announcing his resignation from the Peoples Democratic Party (PDP).

Keyamo tweeted “Are you serious? He deleted it? OMG! As deceitful as that? Is this the man that wanted to be President? The ‘new breed’? Oh, no! This is so cheap and disappointing! Those who classified him a ‘conman’ were not wrong after all. Now, we can relate this to the lame denial of the ‘yes-daddy’ audio!”

Claim: Did Peter Obi delete his resignation tweet?

    Verification

The CDD Election War Room can confirm that Peter Obi did not delete the said Tweet. Obi has been a member of LP since he joined on May 27, 2022.

Before joining the Labour Party, Obi was a member of the Peoples Democratic Party and a member of the All Progressives Grand Alliance (APGA).

Under APGA, he was elected as governor twice from 2007 until 2014 when he defected to the PDP

Under the PDP, he became the vice presidential candidate for Atiku Abubakar in the 2019 general election.

On May 24, 2022, the former governor of Anambra state and the vice presidential candidate of the PDP, resigned from the PDP. Obi withdrew from the presidential contest to pursue his presidential ambition.

On May 27, 2022, he announced his decision to join the Labour Party (LP) and pursue his ambition. The announcement is contained in this tweet and his resignation letter was shared here.

We found that Obi has not deleted his resignation tweet from his Twitter page.

    Verdict: FALSE

The claim that Peter Obi has deleted his resignation tweet is false. The tweet announcing his resignation from the PDP is still available on his official Twitter page.

  • FACT SHIELD: All you need to know about supplementary elections

FACT SHIELD: All you need to know about supplementary elections

Barely a week after the gubernatorial elections, the Independent National Electoral Commission (INEC) announced that it will hold supplementary elections on April 15, 2023.

These elections are to hold in states where elections were declared inconclusive.

These supplementary elections will be conducted in over 2600 polling units across 185 local government areas in 24 states in Nigeria, and they will conclude the governorship, house of assembly, senate, and house of representatives elections in those specific constituencies where they had been previously cancelled.

    What is a supplementary election?

A supplementary election is an election that concludes an otherwise incomplete election.

It “supplements” an inconclusive election, acting as a panacea for an election that has been declared inconclusive.

What causes an election to be deemed inconclusive?

An election is deemed inconclusive when the outcome of that election cannot convincingly present a winner in accordance with the 2022 Electoral Act.

There are many scenarios that can lead to such; an election can be inconclusive when the number of votes cast exceeds the number of accredited voters. Results from such elections are cancelled.

An election can also be declared inconclusive when the margin of win is less that the total number of cancelled votes.

The Electoral Act empowers INEC to declare or determine polling unit results as inconclusive or null and void when the electoral process is marred by irregularities such as electoral violence, INEC’s inability to deploy officials to polling units, BVAS’s failure to accredit voters in the polling unit, or instances of overvoting.

In such cases, a winner cannot be declared.

What happens after INEC declares an election inconclusive?

A new date for a fresh election in specific areas would be determined and fixed. The powers vested in INEC by the Electoral Act to decide the dates for elections also apply to supplementary elections. The conduct of the supplementary election is similar to that of the regular election.

    Supplementary elections in Nigerian history

    2011

The first time a “supplementary election” was mentioned in Nigeria’s democratic process was in 2011, under the leadership of former INEC Chairman Attahiru Jega.

A supplementary election was scheduled to hold in four local governments and one ward in Imo after the state’s gubernatorial election was declared inconclusive by INEC.

The news was met with varying reactions by Nigerians, with many regarding them as unconstitutional.

    2015

Supplementary elections were held in Taraba and Kogi states. The election in Kogi was declared inconclusive due to inconsistencies in the margin of votes won between the contestants and the number of registered voters.

    2019

Elections were declared inconclusive in six states: Kano, Sokoto, Plateau, Benue, Bauchi, and Adamawa.

The elections were cancelled due to various incidences of violence and reports of hijacking of electoral materials, which made the number of cancelled votes exceed the margin of winning votes. INEC had to fix a fresh date for supplementary elections in those places.

    2023

After the general elections of February 25, 2023, the senatorial elections held in Yobe, Sokoto, and Zamfara were declared inconclusive. Federal constituency elections in fourteen other states were also inconclusive.

After the governorship elections of March 17, 2023, elections in Kebbi and Adamawa states were inconclusive due to inconsistencies in the margin of registered voters and votes won by the candidates.

State constituency elections in Akwa Ibom and Bayelsa were also declared inconclusive.

As a voter, it is understandable that returning to vote multiple times in one election can be daunting. However, it is important to be an active participant in democracy.

Supplementary elections often record low voter turnout, hence, the people who decide to participate in such elections have a deciding role that cannot be overemphasised.

How CDD Election War Room tackled ‘fake news’ during elections

Compiled by Valeria Ogide and Felix Tola-Winjobi

With the 2023 general election in Nigeria coming to an end, the CDD Election War Room looks back on what has been a very misinformation-heavy election.

In the last three months, the War Room has published more than 100 fact checks in an attempt to moderate the information ecosystem.

This report highlights a majority of our fact-checks, verification and verdict.

    1. FACT CHECK: Peter Obi begging Nigerians to vote for Atiku?
